ZONING VARIANCE APPLICATIONS


The City of Cortland Zoning Board of Appeals will hold public hearings and a regular meeting at 5:30 p.m. November 13, 2023 at City Hall (Third Floor), 25 Court Street, Cortland NY 13045 to consider zoning variance applications for the following properties and purposes:

  •    34 Tompkins St. - Area Variance for rear and side yard setbacks (Rich Cunningham)

  •    23-27 Maple Ave. – Area Variance for side and front yard setbacks, lot coverage and maximum parking (Marc Pace)

  •    72 Elm St. - Area Variance for request to delay pervious surface temporarily, lot coverage, side yard setback (Donald White)

  •    155-157 Tompkins St. – Use Variance for selling cannabis related items contrary to Local Law No. 1 of 2022 (Fowaz Alharbi)

  •    143 Port Watson St. - Area Variance for 6ft privacy fence in front yard/corner lot (James Dellow)

  •    16 Owego St. - Area Variance for lot coverage, front and side yard setbacks and vegetative strip (John Barden)

  •    24 Bellrose Ave. - Area Variance for lot size (Ashley McCracken)

  •    3 Woodcrest Dr. - Area Variance for good side of fence in for safety purpose (Joshua Greene)

  •    16 Stevenson St. - Area Variance for maximum parking and second driveway/parking in side yard (ET Cook LLC)

APPLICATION TO OPERATE CANNABIS DISPENSARY AT 156 CLINTON AVE.,

LakeHouse Cannabis, LLC has filed notification with the City of Cortland of its intent to submit an application to the NYS Office of Cannabis Management for a license to operate an adult-use retail dispensary at 156 Clinton Ave., Cortland NY. The NYS Office of Cannabis Management requires an applicant to make such notification and affords the city an opportunity to submit comments and opinions on the application.

The City of Cortland Common Council will hold a public hearing to help inform what, if any, comment sand opinions the city may submit. The public hearing will be held on Tuesday, November 21, 2023 at 6:00 p.m. in City Hall, 25 Court St. Cortland NY 13045. Any member of the public wishing to be heard on the matter shall be allowed to speak.

CDBG INCOME PROPERTY HOUSING REHABILIATION PROGRAM #285HR320-21

The City of Cortland was awarded fiscal year 2021 funds under the Small Cities Community Development Block Grant (CDBG) Program. CDBG funds in the amount of $500,000 in program funds were awarded to the City to administer Income Property Housing Rehabilitation Program #285HR320-21.

Pursuant to 24 CFR 570.486, the City of Cortland is required to hold a second public hearing during the grant implementation period and grant closeout. The hearing aims to provide program details and progress, receive comments regarding funded activities and program administration, and answer questions regarding CDBG programs or grant activities. If you wish to submit comments in writing, you may send them to Scott Steve, Mayor, City of Cortland, 25 Court St, Cortland, NY 13045.

The hearing for the Community Development Block Grant funds for Housing Rehabilitation Program is scheduled for November 21, 2023, at 6:00 p.m. 

The hearing will be held at City Hall at 25 Court Street, Cortland, NY. The venue for the hearing is ADA-accessible for those needing such assistance. Any other persons or groups needing special accommodations should contact the city at least one week before the hearing. The City retained Thoma Development Consultants to administer the grant pursuant to a proposal request (RFP) process. They can be reached at 607-753-1433.

The CDBG program is funded under Title I of the Housing and Community Development Act of 1974, as amended. The federal government, pursuant to Title I, provided fiscal year 2021 funds to New York State for award and administration.

PLANNING COMMISSION

The City of Cortland Planning Commission will hold a meeting at 5:15 p.m. November 27, 2023 at City Hall (Third Floor), 25 Court Street, Cortland NY 13045. A public hearing will be held on each of the following applications prior to action by the Planning Commission:

  • Richard DeChick seeks site plan review for repairing damage to the façade at 5 Main St.
  • Keith Fox seeks site plan review upgrading the façade, lighting and addition of two condenser units at 77-79 Main St.
  • EJD Rentals seeks a special use permit and site plan review for increase of parking area at 160 Main St.
