Traffic Signal Analysis

The results are now available for the Traffic Signal Warrant Analysis that we requested to be performed by C & S Engineers. The study explores nine different WARRANTS for each intersection The nine warrants are designated by the United States Department of Transportation Federal Highway Administration Manual on Uniform Traffic Control Devices. The number of warrants that are met conclude if the signal is warranted or should be considered for removal and replaced with alternate forms of traffic control devices.

The nine Warrants for analysis are: Eight hour Vehicular Volume, Four hour Vehicular Volume, Peak Hour Volume, Minimum Pedestrian Volume, School Crossings, Coordinated Signal System, Crash Experience, Roadway Networking and Intersection near a Railroad Grade Crossing.

Findings:

Pomeroy Street at Elm Street

None of the warrants were met. Many of the accidents may be correctable or preventable by removal of the signal. There were a total of 10 accidents in three years. See Full Report

If the signal is to be removed it is the recommendation of C & S that the signal be left on red flash for a period of one to two months. A four way stop (all directions) OR a two way stop with traffic coming off of Elm Street yielding to the vehicles on Pomeroy is recommended. Price to install new traffic signal at this intersection is $57,000.00

Greenbush Street at Elm Street

None of the warrants were met. Again many of the accidents were deemed correctable or preventable by the removal of the traffic signal. There were 14 accidents in three years. See Full Report

If the signal is to be removed it is the recommendation of C & S that the signal be left on all way red flash for a period of one to two months. C & S recommends this intersection stay as a four way stop intersection. Price to install new traffic signal at this intersection is $57,000.00.

Greenbush Street at Central Ave

None of the warrants were met. There were a total of 4 accidents in a three year period. Removal of the signal should have little or no bearing on accident volumes. This is mainly due to the types of accidents that have occurred during the scope of this study. They are not affiliated with the traffic control device or disregard of the unit itself. Pendleton Street at Valley View Drive

Due to the current signal head configuration this intersection did not warrant a true analysis. It is however in the professional opinion of C & S Engineers that the three way flashing beacon be retained. This is due to the line of sight issues because of the vertical grades of the hill. Also noted was the large volume of pedestrians due to the close proximity of the High School. See Full Report

C & S recommended that if upgraded the intersection should consist of the installation of a single mast arm with a flashing three way beacon to control the entire intersection. I am currently waiting on pricing for this upgrade.
