City Awarded CDBG Funds to Assist ALPLA

Thoma Development Consultants worked with the City on the submission of a 2011 Community Development Block Grant (CDBG) for economic development funds to assist Alpla with its expansion plans. The total grant award was $132,000.

Alpla, Inc, is a worldwide leader in the plastics processing industry. The company’s core business is the design, development, and production of plastic bottles and closures. Established in 1955, Alpla began at its Cortland site in 2007 and co-located in leased space at the Marietta Corporation, 106 Central Avenue. Marietta manufacturers soap and beauty products and needs packaging that Alpla can supply. Over 70% of Alpla’s Cortland production is sold to Marietta. Alpla has a new customer and is investing $2.8M in related molds, infrastructure, and equipment to meet the increased demand.

As part of the financing package, the City of Cortland is providing a deferred payment loan of $120,000. The company presently employs thirty-six (36) FTE employees and proposes to hire twelve (12) FTE employees. Eight (8) of those jobs will be available to low-to-moderate income persons.
